To monitor and evaluate public policies, projects, and programmes implemented at national and sub-national levels for informed decision-making and accountability in the public sector.
Mission
To have an integrated, comprehensive, and efficient Malawian-owned and led national monitoring and evaluation system that adds real value to the development and governance processes of the various public interventions.
Core Functions
The Division is generally tasked with monitoring implementation of projects, programmes, policies, and strategies. Specifically, the Division is mandated to carry out the following functions:
- Management and implementation of Government-wide Monitoring and Evaluation System;
- Monitoring of projects and programmes in the Public Sector Investment Plan (PSIP) including the Ministry’s Strategic Plan;
- Conducting process, outcome, and impact assessments of public policies, projects, and programmes;
- Conducting community-based monitoring and evaluation;
- Conducting public expenditure reviews (PER), public expenditure tracking surveys (PETS), and budget analysis;
- Assessment of food security and vulnerability in Malawi for humanitarian response planning, resilience building, and implementation of long-term development initiatives through the Malawi Vulnerability Assessment Committee (MVAC);
- Supporting sectors and MDAs in M&E capacity building;Championing integration of M&E in curricula for tertiary institutions;
- Coordinate national wide M&E for national level reporting and learning through a community of practice.
